What does this MR do and why?

This MR removes the vulnerability management survey, which was disabled over a year ago: Remove Threat Insight survey banner (#342641 - closed) and we don't have plans to reuse it: #349674 (comment 1199006279)

Let's remove it. A year and a half seems like plenty of time to have responded 😅 I believe there are efforts underway to add more standardized CTA components like this to GitLab as a whole. We may be able to leverage those if we run something like this again so I'm not too worried about removing all of the associated code.
