Remove "limit_assigned_issues_count" feature flag

What does this MR do and why?

This MR removes the feature flag created to rollout the limited assigned issues count !105759 (merged).

I gated and tested the feature behind the FF as the navbar issues count is a high visibility feature. It's been enabled for a milestone.
