What does this MR do and why?

This MR releases the Your work sidebar (#384342 - closed) feature by removing the your_work_sidebar feature flag.

The feature is live for 100% of users on gitlab.com since Jan 31st.

How to set up and validate locally

This new sidebar should now show for everyone on their home page.
