Add better validation for release tag input

What does this MR do and why?

This MR implements #367895 (closed).

It adds better validation for tag names and show appropriate validation error message if a user tries to create an invalid tag for a release.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Navigate to Project->Deployments->Releases->New Release page, for example http://gdk.test:3000/gitlab-org/artifacts/-/releases/new
  2. Try to assign different names to a tag input. For invalid names you would see validation errors (see more on git ref format
