Draft: Cleanup and refactor wait_for_requests

What does this MR do and why?

  • Removes unused skip_resp_code_check param
  • Allows customizable wait for loading to start
  • Removes a nested retry
  • Updates logging and specs
  • Updates group filtering to be consistent with the change in !115158 (merged) (which should be merged first so we can confirm qa/specs/features/ee/browser_ui/10_govern/group/group_audit_logs_1_spec.rb still passes)
