Add dismissal to version compatibility alert

What does this MR do and why?

This change allows users to dismiss the version compatibility alert in new runner pages. When the alert is dismissed, user will not see it again (in the same page).

How to set up and validate locally

1. Visit any of the /new runner pages:

• Admin > CI/CD > Runners > New instance runner
  • http://gdk.test:3000/admin/runners/new
• My group > CI/CD > Runners > New group runner
  • http://gdk.test:3000/groups/top-group/-/runners/new
• My project > Settings > CI/CD > Runners > New project runner
  • http://gdk.test:3000/flightjs/Flight/-/runners/new

2. Confirm the alert is there and can be dismissed.
3. Refresh the page to confirm the alert stays dismissed.
