What does this MR do and why?

This is the second step to remove the workers from the code and sidekiq:

  • ClearSharedRunnersMinutesWorker
  • Ci::BatchResetMinutesWorker

This first step !118866 (merged) is merged.

Will remove the related columns in #277452
