Add Content editor to milestone descriptions

What does this MR do and why?

This MR adds the markdown editor wrapper to the Milestone Descriptions field.

Note that MarkdownEditor is a wrapper around MarkdownField, so apart from the "View Rich Text" button (and the editor it enables) there is no visual change.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Visit /flightjs/Flight/-/milestones/new and confirm the markdown editor is working as it did previously.
  2. Enable the Feature Flag with echo "Feature.enable(:content_editor_on_issues)" | rails c (yes, that is the correct FF name)
  3. Reload /flightjs/Flight/-/milestones/new, click "Switch to rich text" and confirm the Content Editor is working as expected.
