Remove unnecessary tooltip modifiers

Now that !131394 (merged) has merged, these tooltips should be automatically configured with the correct show delay.

See #421207 (closed) and !128712 (merged) for previous work on this.

Addresses #425043 (closed).

How to set up and validate locally

  1. Hover over navigation sidebar buttons/links, and see 500ms show delay (as opposed to near-instant).
