Update front-end to allow instance-level custom roles
What does this MR do and why?
- Partially resolves #429280 (closed)
- Updates the front-end, so now admins can create instance-level custom roles. Users will be assigned to these custom roles in a future MR.

How to set up and validate locally
- Make sure that SaaS mode is turned off and you have an Ultimate license set-up.
- Log-in as admin and navigate to
/admin/application_settings/roles_and_permissions. You should be able to view, create & delete custom-roles without selecting any group first.
