What does this MR do and why?

In order to simplify adding new sections to "edit compliance" screen, we're introducing new section component & moving existing component to a "basic information section" one

The only UI change:

  • Basic information section has Expand/Collapse button and is collapsed by default (further MRs will introduce new sections) when editing, but not when creating framework

How to set up and validate locally

  • Ensure you're on Ultimate
  • Open Secure > Compliance Center (-/security/compliance_dashboard/frameworks) in relevant groups
  • Open Frameworks tab
  • Create new compliance framework / edit existing framework
