Remove Ramon code

What does this MR do and why?

Relates to https://gitlab.com/gitlab-org/gitlab/-/issues/469422+, this MR is removing references to Ramon project related to Block Seats Overages. Note that there's still some Ramon references that are not touched in the context of this work because they're out of scope.
