Allow configuring Duo Workflow Service URL in config/gitlab.yml

Related to #478660 (closed) and !163415 (comment 2065303208) at present the Duo Workflow Service details are being extracted from the cloud connector settings. In local development this doesn't make much sense as the requests go directly to Duo Workflow Service.
