Update UX for async billable member removal
What does this MR do and why?
This MR is a follow-up to Update notification for async billable member r... (!173918 - merged), and it improved the UX related to the async billable member deletion. In particular,
- it disabled the remove button
- adds a tooltip explaining why this is so
