Create a new endpoint to copy common_metrics.yml to the local project

What does this MR do?

Creates new endpoint, which accepts POST requests. After receiving properly formatted request, endpoint attempts to create commit to projects repository, which copies one of system dashboards into the repository. On success it redirects user to web ide with newly copied dashboard file open.
