Rename dashboard_resize_spec.js to dashboard_resize_browser_spec.js

As a part of Jestodous of epic this MR renames dashboard_resize_spec.js to dashboard_resize_browser_spec.js to clearly indicate that this is a test that is reliant on running on the browser

These tests have not been written in this instance, they are merely migrated trying to preserve as much coverage as possible.
