Reorder new pages project options

What does this MR do?

Reorders recommendations for new pages projects.

Why it makes sense:

1. https://gitlab.com/pages has the full collection of projects and they are closer to being up to date, we also want to direct development of pages templates there
2. bundled pages templates placed second because it's the easiest way to create pages project.
3. directly editing .gitlab-ci.yml is more of an "advanced option", so let's place two options requiring this last
