Reorder new pages project options
What does this MR do?
Reorders recommendations for new pages projects.
Why it makes sense:
- https://gitlab.com/pages has the full collection of projects and they are closer to being up to date, we also want to direct development of pages templates there
- bundled pages templates placed second because it's the easiest way to create pages project.
- directly editing
.gitlab-ci.yml
is more of an "advanced option", so let's place two options requiring this last
