Replace POST with GraphQL mutation in SAST Configuration

What does this MR do?

This replaces the existing form submission POST request with a GraphQL mutation in the SAST Configuration UI.

This change also updates some stale TODO comments, that pointed to #227575 (closed), to point to a more relevant issue.
