Add table to admin users vue app

What does this MR do?

Part of Migrate admin/users to Vue MVP &4961 (closed).

This adds a GlTable to the admin/users app as a follow-up to !48922 (merged).

For now the users data is simply displayed as is, this will be updated in #285109 (closed).

Local Testing & Setup

1. Enable the development feature flag in rails console Feature.enable(:vue_admin_users)
