Fix broken FOSS master by hardcoding fixture [RUN AS-IF-FOSS]

What does this MR do?

This MR fixes #327805 (closed) by hardcoding a fixture that was different in CE and EE. This is an iterative fix so we can resolve master:broken. I'll be looking into creating a better fixture for this as a follow-up #327809. 👀
