Splitting up users_select spec into EE and CE [RUN AS-IF-FOSS]

What does this MR do?

This MR resolves #327809 by introducing a CE deterministic fixture and an EE deterministic fixture to replace one hardcoded one. We also introduce an EE specific test for this module, along with some test helpers to encapsulate some shared code.
