Add feature specs for subscription activation

What does this MR do?

Related to gitlab-org/gitlab#327694, this MR adds tests for

• Valid Subscription Flow
  • Correct & Valid activation code is given
    • Affirmation message displays (i.e., It's activated! message)
    • Admin page of instance shows appropriate license type
