Update link to blog post
What does this MR do?
With this MR we're updating the Subscription Activation banner link to point to the blog post. Note: the post will be published later next week. See gitlab-org/gitlab#334405 for details.
A feature flag is not used because this feature is for self-managed instances. The feature is behind an Application Setting and it's not released nor documented. To test it locally, see the following steps.
