Update upload blob to use blob service
What does this MR do?
This MR does not introduce any UI/UX changes. We are simply moving the axios call to a service per this > #333468 and updating our upload blob modal to use the service instead
Please note: changes in this MR are behind the refactor_blob_viewer feature flag
