Add jh check to startup_css script

What does this MR do?

Based on this comment, it looks like the jh/ startup CSS is needing to deviate from the main GitLab startup CSS.

This MR adds an IS_JH check to startup CSS script so that we read from the correct fixtures and write to the correct stylesheets.
