Feature ZenTao integration: Extract Issue Detail Part
What does this MR do and why?
This is a separate MR for ZenTao integration detail view (related to #338178 (closed)).
Per @pslaughter's suggestion, we separate the code to an individual MR.
This MR should contain no individual test cases since it will be used by ZenTao issues which has complete test.
