What does this MR do and why?

Changes 'Security and Compliance` sidebar items to use sentence-casing.

In a discussion in !71383 (merged) it was agreed that the items in the sidebar should use sentence case.

How to set up and validate locally

From !71383 (merged):

  1. You need a GitLab Ultimate license.
  2. View the Compliance report at [GDK_HOST]/groups/gitlab-org/-/security/compliance_dashboard.
  3. Confirm that the nav item and page strings have been updated to Compliance Report.
