Prepare for CreateRepository starting to fail with existing repos

Patrick Steinhardt requested to merge pks-create-repository-atomic into master

Due to gitaly#3779 (closed) we have to change CreateRepository to start failing when the target repository exists already. This MR here adapts specs such that they pass with gitaly!3884 (merged) having landed.
