What does this MR do and why?
Move the create and delete options in the VSA dropdown into a sticky footer. This allows for the options to be more accessible.

How to set up and validate locally
- Browse to group level VSA
- http://localhost:3000/groups/{group}/-/analytics/value_stream_analytics
- Add enough custom stages to trigger scrolling in the dropdown
- Confirm the sticky footer
