Enable the `GraphQL/ArgumentName` cop

What does this MR do and why?

This MR fixes the GraphQL/ArgumentName offense in:

  • ee/app/graphql/mutations/audit_events/external_audit_event_destinations/update.rb

This also removes the .rubocop_todo/graphql/argument_name.yml file because this was the only offense.
