Remove Group Analytics menu item from unlicensed EE

What does this MR do and why?
This MR removes the contribution analytics menu item and promotion page from unlicensed gitlab EE. This is to ensure that gitlab CE behaves the same way as unlicensed EE.
The promotion page may be introduced at a later stage once we've solved how to handle this for CE.
