Update PAT expiration date field to start from tomorrow

What does this MR do and why?

This MR updates the Expiration date field on PAT creation to start the minimum expiry date from tomorrow.

How to set up and validate locally

  1. Visit [HOST]/-/profile/personal_access_tokens
  2. Select the Expiration date field and check that the minimum date is tomorrow
  3. Try and manually change the date to today or earlier and see it automatically is adjusted to tomorrow
