Better text truncation and tooltip for group dropdown

What does this MR do and why?

Moves the ellipsis to the beginning of the string when a group with a long path is being selected, and also adds a tooltip.

How to test

  • Add a few subgroups under any random group
  • Go to Menu -> Create new project -> Create blank project
  • Select that subgroup under "Project URL" group selection
  • See the new truncation and tooltip
