Resolve "Add an error message when a batched background migration fails"

What does this MR do and why?

During an inline execution, if a batched background migration fails, we raise an exception (FailedToFinalize) without any message. Users can get confused because they don't know why the batched background migration failed.

I am adding an error message to give some guidance to the customers.
