What does this MR do and why?

Updates package duplicate settings UI for side-by-side layout

  • Tweaked the UI to use GlTable instead of GlCard as per discussion

Additionally,

  • Fixes color of input when error as per pajamas guidelines
  • Fixes label-for

How to set up and validate locally

  1. Visit 'Group' > 'Settings' > 'Packages & Registries'
  2. Verify duplicate package settings works
