Add 408 code to load balancer troubleshooting

What does this MR do?

The first place I would look for problems with load balancers is this page https://docs.gitlab.com/ee/administration/load_balancer.html, but I was surprised there was no mention of the issue we were seeing with AWS Classic Load Balancer. We later found out that the docs were on the GitLab 15 changes page https://docs.gitlab.com/omnibus/update/gitlab_15_changes.html#aes256-gcm-sha384-ssl-cipher-no-longer-allowed-by-default-by-nginx.

Let's add a link to the GitLab 15 changes section to the troubleshooting section of the load balancers page, and also include the HTTP code that customer might see when exhibiting the issue.
