What does this MR do and why?

Removes the pipeline insights experiment (performance insights button and modal).

Pretty much a revert of !91823 (merged) since the time has elapsed on the expeirment we wanted to do in grouppipeline execution

How to set up and validate locally

  1. Ensure nothing is missing from reversal of !91823 (merged)
  2. Visit CI/CD > Pipelines (ensure page works correctly)
  3. Check a pipeline that uses needs
