Load more for task assignees when user scrolls

What does this MR do and why?

This MR aims to load more assignees on reaching the end of list in tasks. Issue : #370493 (closed)

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Enable the work_items_mvc_2 flag

    Feature.enable(:work_items_mvc_2)

  2. Visit any task either in modal by click the linked tasks in issues or full view task page eg : http://127.0.0.1:3000/gitlab-org/gitlab-test/-/work_items/536

  3. Make sure you have enough users added to the project to see the scrolling feature. If you do ot have more than 10 , you can add more users to the project by following the steps

    • Go to Project Information > Members
    • You see the list of Members
    • If you wish to add more Members , please use Invite Members button to add more members

  4. Right now by default 10 users are loaded at one time , and we can load more as we scroll to the end of the list
