Explicitly check for true value for ALTERNATIVE_SOURCES in CI config

What does this MR do?

In !5659 (merged), we want to set ALTERNATIVE_SOURCES to false in dev.gitlab.org. However, because we were only checking for a non-zero string for that variable, this will trigger the git-add-commit process in older stable branches. So, we need this MR backported to all of those branches - all the way to 13.12.x
