use lua-ul instead of ulem

many improvements:---
many rules have been improved;
fixed wrong alignment of \arb{} at the very beginning of paragraphs;
improved utf8 exporting of running paragraphs;
better handling of nested \arb{} commands;
new commands and lua functions for processing Arabic indices (yet undocumented).

all non-local functions have been stored in a table. 'environ' has been replaced in favor of LaTeX3 equivalent.

The rules for taḫfīf al-hamzah have been much improved: hyphen + initial
ʾalif without hamzah + hamzah and [wf]a- + hamzah have been added; the
strange spelling of mi'aT has been added too. Added support for
'uncertain' vowels. New command \aemph*, and many other improvements.

ʾalif maqṣūrah afer hamzah was missing in the fullvoc rules

support for new encodings (yāʾ without dots as a consonant or a long vowel and 'bare' ʾalif); new command \MkArbBreak{}

arabluatex does not any more leave unprocessed ^ and _; some bugs of little importance have been corrected

six additional Persian characters are now available

double consonants no longer output a šaddah when the first consonant is preceded by a diacritic
